MEWA is a part of the Multnomah County National Safe Place Network. We can help youth in crisis by connecting them to support or assisting with transportation to our local youth emergency shelter, the Alba Collaborative under New Avenues for Youth.
The Alba Collaborative provides short-term emergency shelter to youth in Multnomah County. Eligibility requirements for emergency shelter:
- 9-17 years old
- Not in state custody (DHS or OYA)
- No substance use allowed or drugs/drug paraphilia permitted in the program. Pocket and belonging searches are required throughout the youth’s stay in the program.
- No warrants for arrest

- Email alba@newavenues.org for non-urgent communication or referral forms for our wrap-around supports
- Visit the Youth Opportunity Center at 470 SE 165 th Ave, Portland, OR 97233 for basic needs from 10AM-6PM Monday-Friday. Open 24/7/365 to youth 9-17 for intakes into emergency shelter.
